Overview
In 2017, BNP partnered with the local consultancy firm Sinotech to provide postal automation design services for the Northern Taiwan Mail Processing Center. The new Center consolidates all the current operations handled by the Taipei and Taoyuan Mail Processing Centers.
Design Scope
BNP was tasked to tailor the design of all the following processes with state-of-the-art technology:
- Sorting of regular mail, flat mail, bulk mail, registered mail, small packets, and parcels in Northern Taiwan (including Taipei City, New Taipei City, Keelung, Yilan, and Taoyuan) and delivery to local post offices.
- Parcel sorting by delivery section for certain regions in Taipei City, New Taipei City, and Taoyuan.
- Inspection and processing of incoming international air mail, parcels, letters, and land/marine parcels.
- Processing and screening (X-ray) inspection of outgoing international air parcels, letters, and land/marine parcels.
- Setting up a working area of bulk mailing processing and parcel logistics.
Project Development
After completing the conceptual and schematic design phases in 2018, BNP was retained to develop tender specification documents, build interface requirements, and deliver tender evaluation services for developing the new Center. Site size constraints necessitated a high throughput facility to meet Chunghwa Posta’s aggressive logistic growth rate.
Facility Design
BNP designed a multi-level facility building with one parcel sorting warehouse level, three mail levels, and small packet sorting and processing levels. The facility includes cross belt sorting machines and high throughput sorting machines.
While fulfilling personnel safety and mail security requirements, the planning, design, and technical services for the mail processing equipment took full consideration of the development trends of the postal service and operational demands to reduce labor and increase efficiency.
