Overview
Professional Engineering & Logistics Support Services (PELSS) is one of the Transportation Security Administration’s (TSA) core enterprise contracts supporting the deployment and integration of security screening technologies at federalized airports nationwide. As a subcontractor to JRAD (formerly Global Systems Technologies), Studdiford Technical Solutions, LLC (STS) provides engineering, systems integration, and project management support in alignment with TSA’s mission to protect the nation’s transportation systems and ensure the safe and efficient movement of people and commerce through aviation security technology deployment.
Project Details
Under the PELSS contract, STS supports management and work plan development for a wide range of TSA initiatives related to Checked Baggage Inspection Systems (CBIS). Services include CBIS design and constructability reviews, development of construction cost estimates, and integration support for deployed Explosives Detection Systems (EDS) and associated ancillary equipment. STS also performs return on investment (ROI) and life‑cycle cost analyses and supports CBIS modeling and simulation efforts.
STS is responsible for processing CBIS design Requests for Variance (RFVs) and Configuration Change Requests (CCRs) for both upper‑level and lower‑level Programmable Logic Controller (PLC) programming changes. In addition, STS supplements TSA’s Engineering Branch by providing Subject Matter Experts (SMEs) to support ATSA team assessments of CBIS installations nationwide that are experiencing performance degradation or excessive fault conditions.
The scope further includes oversight and management of continuous updates to TSA’s Planning Guidelines and Design Standards (PGDS) for CBIS. In this role, STS collaborates with a select group of baggage handling system (BHS) specialists assembled as the Industry Working Group (IWG) to support standard development and industry alignment.
